Chandigarh. A delegation from the Building Bye Laws Co-ordination Committee of Chandigarh Beopar Mandal met with Deputy Commissioner Sh. Nishant Kumar Yadav IAS to discuss changes to building rules and procedures, aiming to make them more public-friendly.
The delegation, consisting of Charanjiv Singh, Vinod Joshi, Anil Vohra, Subhash Narang, and Radhey Lal Bajaj, presented several suggestions:-
- Waive penalties for timely compliance: The Estate Office should not impose penalties if building owners comply with notices within the specified notice period.
- Sell commercial property on a freehold basis: To attract buyers, commercial properties should be sold on a freehold basis, with a four-year installment payment plan, similar to neighboring states Punjab and Haryana.
- Expeditious court cases: Cases related to building violations, misuse, and transfers should be dealt with in a timely manner, with a lenient view to provide relief to the public.
- Public meeting hours: The Deputy Commissioner should ensure that SDMs, AEOs, and other officials are available to listen to public grievances every Wednesday from 10:00 A.M. to 1:00 P.M.
- Regular website updates: The Estate Office website should be updated automatically upon receipt of restore orders, ensuring that plot owners do not face unnecessary difficulties.
- Notice receipt date consideration: In cases of delayed notice delivery, the receipt date by the property owner should be considered the notice date.
- Committee formation for simplification and rationalization of building bye laws: A committee should be formed to listen to public grievances and suggestions, making building bye laws more people-friendly and practical.
Deputy Commissioner Sh. Nishant Kumar Yadav IAS assured the delegation that a committee would be formed to address public concerns and that penalties would be rationalized. He also promised to expedite court cases, update the website regularly, and consider the receipt date of notices.
