Chandigarh, April 19 – Haryana Chief Secretary, Mrs. Keshani Anand Arora presided over the Crisis Coordination Committee meeting today through video conferencing to review the preparedness to counter COVID-19 pandemic situation and the procurement in the State which was attended by Deputy Commissioners, Superintendents of Police and other nodal officers.
The Chief Secretary informed that in order to maintain balance between the economy and COVID-19 necessary steps like opening of industries were being taken. She said that starting April 20 some industries, which do not come under containment zones, will resume operation while following the guidelines issued by the Government of India.
She further said that for this, industrialists will apply through SARAL portal and after getting permission adequate passes will be given to the labourers and other employees working there. She said that three types of ‘colored passes’ will be issued, in which green ‘ordinary pass’ will be issued to industries and business organizations, a red ‘special pass’ will be issued to those providing essential services in containment zones while a blue pass will be issued to those involved in construction work. Detailed instructions have been issued in this regard by State Government on April 19, 2020.
The Chief Secretary also directed the Deputy Commissioners and Superintendents of Police that in consultation with the representatives of the industries in their respective regions, they can take a decision on the shift and timetable of the industries, keeping in mind the guidelines of the Ministry of Home Affairs to prevent the spread of COVID-19 and to ensure that social distancing is strictly followed.
She said that there is no shortage of PPE kits and N95 masks in the state as the Health Department has adequate availability of all the equipment used for screening and prevention of COVID-19. She directed the officers to monitor the mobile-OPD and said that Community Health Centres will also be opened and the officers should carry out inspections in this regard. She also said that wearing mask had been made mandatory in the State for which the Government had issued directions on April 16, 2020.
She further directed to strictly follow the directions of the Government of India while opening dhabas near the petrol pumps along the highways, opening of books stores etc. She said that home delivery of books and stationery items should be enabled as far as possible.
During the meeting Additional Chief Secretary Revenue and Disaster Management and Consolidation Department, Mr. Dhanpat Singh informed that registration of land, house etc. will be resumed from April 20. For this, the person who has to register will have to seek online appointment in advance. He directed the Deputy Commissioners to ensure that registration fees would not be accepted in cash and will only be deposited online. The registration work will be done from 2 pm to 4 pm, and from 4 pm to 5 pm, certificates of registration of the concerned land, house etc. will be given.
Additional Chief Secretary Haryana Food, Civil Supplies Consumer Affairs Department, Mr. PK Das said that only those farmers who have received ‘SMS’ through mobile will come to the mandis to sell their crops.
He further said that if any procurement center is in a containment zone, then the procurement will be done only after the area is declared a non-containment zone.
