Chandigarh, February 28,2020, – Haryana Chief Minister Mr. Manohar Lal proposed an allocation of Rs. 8770.18 crore for Social Justice and Empowerment Department and Rs. 519.34 crore for Welfare of Schedule Castes & Backward Classes Department in the year 2020-21. The Government is committed to the welfare of Scheduled Castes and Backward Classes, for effective implementation of various schemes regarding their socio-economic and educational development.
The Chief Minister was presenting the budget for the year 2020-21 as the Finance Minister during the budget session of the Haryana Legislative Assembly here today.
He said that under the Mukhya Mantri Vivah Shagun Yojna, it would be simplified to give benefits of the scheme to the beneficiaries before the wedding or on the wedding day itself. He said that under the Legal Aid Scheme “Protection of Civil Rights Act, 1955”, the amount of legal aid will be increased from Rs 11000 to Rs 22000 for the Scheduled Castes to prosecute cases regarding various atrocities. For the promotion of this scheme, 10 seminars / awareness campaigns will be organized by Lok Sabha members of reserved constituencies and 5 seminars will be organized by the members of legislative assembly of reserved constituencies.
He said that in the year 2020-21, under the provision of Financial Assistance Scheme for the Scheduled Castes and Backward Classes, the candidates who hails from Scheduled Castes and Backward Classes can prepare for Competitive Examinations through the selected institutions. Under the Scheme Rs 1 lakh or 75 percent of the total amount is proposed to be paid by the Government.
He said that a new scheme has also been proposed to provide coaching facilities to meritorious students who hail from economically weaker sections for the preparation of competitive exams for higher education. Under this scheme, 5000 school students across Haryana will be provided financial assistance for coaching in prestigious institutions every year.
He said that the state government is committed to uplift them by providing social security to the elderly, widows, disabled, destitute children and other needy people of the society. The Social Justice and Empowerment Department is providing pension, allowance, financial assistance etc. to more than 28 lakh beneficiaries on monthly basis. The amount of monthly pension under Old Age Allowance, Widow and Destitute Women Pension, Disability Pension, Dwarf Allowance, Transgender Allowance, and Ladli Social Security Allowance has been increased from Rs 2000 to Rs 2250 from January 2020 by the government. Similarly, financial assistance to destitute children has also been increased from Rs 1100 per month to Rs 1350 per month, said the Chief Minister.
He said that the financial assistance to disabled children who do not go to schools, has been increased from Rs 1400 per month to Rs 1650 per month. Under the “Financial Assistance to Kashmiri Migrant Families” scheme, the amount of Rs 1000 per month per member has been increased to Rs. 1250 per month per member. Under the scheme the maximum amount limit has been increased from Rs 5000 per month per family to Rs 6250 per month per family.
With the collaboration with non-governmental organizations, in the year 2020-21, old age homes will be set up in all districts across Haryana, he added.
