ORDER UNDER SECTION 163 OF THE BHARTIYA NAGRIK SURAKSHA SANHITA, 2023

And whereas, in view of emerging security threats and recent trends of terrorist activities involving the use of drones fitted with Improvised Explosive Devices (IEDs) by anti-national elements, and in the interest of ensuring the safety and security of V.V.I.Ps as well as the general public, it has become necessary to regulate the use of drones and Unmanned Aerial Vehicles (UAVs) in the U.T. Chandigarh;

Now, therefore, I, Nishant Kumar Yadav, I.A.S., District Magistrate, U.T., Chandigarh, in exercise of the powers conferred upon me under Section 163 of the Bhartiya Nagrik Suraksha Sanhita, 2023, do hereby order that the entire area of the Union Territory, Chandigarh, shall be declared a “No Flying Zone” for drones and Unmanned Aerial Vehicles (UAVs) for the period specified below.

Duration

This order shall remain in force with effect from zero hours on 18.12.2025 up to 20.12.2025.

Exemptions

This order shall not apply to:

•Law enforcement agencies, including Police and Para-Military Forces

•Indian Air Force

•Special Protection Group (SPG) personnel

•Any other agency or person specifically authorized by the competent Government authority

Violation

Any violation of this order shall invite penal action under Section 223 of the Bhartiya Nyaya Sanhita, 2023, and other relevant provisions of law.

Promulgation

Considering the emergent nature of the situation, this order is being issued ex-parte and is addressed to the public in general. The order shall be promulgated by:

•Affixing copies on the notice boards of the Office of the undersigned and the District Courts, Chandigarh; and

•Publication in local newspapers through the office of the Director, Public Relations, U.T. Chandigarh.
