Chandigarh, February 27, 2020: Haryana Chief Minister, Mr Manohar Lal said that the present State Government has adopted a policy of zero-tolerance against corruption and ensured the development of all sections of the society without any discrimination. The present State Government delivers what it has promised and the people of the State has full faith in functioning of the State Government, he added.
Mr Manohar Lal was giving his reply on the Governor’s Address during the ongoing Budget Session of Haryana Vidhan Sabha here today. He said that the State Government is working with the spirit of Antyodaya so as to ensure that the benefit of welfare policies and programmes of the state government reached to the beneficiaries at the grass root level.
The Chief Minister said that the state government has adopted a tough stance against corruption in the state as a result of which the youth are getting government jobs on merit basis. We have eliminated the system of ‘parchi and kharchi’ in the jobs which was prevailing during the earlier regimes. He said that neither any scam took place in the State during the tenure of present State Govenemnt so far nor it would be in the future. He said that if the opposition has any apprehension of any corruption, they could provide primary credible material to believe and the same would be got investigated by the State Government. He said that we have proactively taken initiatives on many occasions and got inquiries conducted in our own government adding that whosoever found guilty would not be spared at any cost
While referring to the Post-matric Scholarship Scam, he said that the Rs 46 crore scam took place between the years 2008 to 2014. He said that 4 FIRs have been registered in this case and 5 people have been arrested . He assured the August House that those found guilty in the investigation would not be spared at any cost. Exhorting the opposition parties not to raise non-issues in the House, he said that the opposition has raised a lot of “hue and cry” on certain provisions of Excise Policy recently released by the State Government whereas, the fact is that we have brought further improvements in the policy by putting an end to discrimination.
The Chief Minister said that the capacity of Panipat and Karnal Sugar Mills is being increased. Apart from this, the Panipat Sugar Mill is being shifted to another place. Tendering process for both the Mills have already been completed. He said that an automated Sewerage Treatment Plant (STP) of 50 MLD of Public Health Engineering Department having five years of AMC is being set up in Karnal. Similarly, a manual STP of 40 MLD is being set up in Hisar.
He said that as a result of the steps taken by the State Government revenue from mining activities in the State has been considerably increased. He said that from the year 2004 to 2014-15, the State earned average revenue of Rs 140 crore every year. Contrary to this, during the present State Government, the State has earned average revenue of Rs 520 crore every year. He assured that efforts would be made to keep a complete check on the illegal mining in the state.
The Chief Minister said that the rate of Sugarcane Molasses (Sheera) is different in all sugarmills. It was first time in four years that the rate of Sugarcane Molasses has come down to Rs 200 in 2018-19. He said that in the year 2014-15, the rate of Sugarcane Molasses was minimum Rs 510 and maximum Rs 673, in 2015-16, it was minimum Rs 315 and maximum Rs 440 and on an average it was Rs 575 in 2016-17 and 2017-2018. He asked the opposition to get verify the rate of Sugarcane Molasses (Sheera) in all Mills of neighbouring states of Punjab and Uttar Pradesh and said that in case any irregularity is found, inquiry would be conducted.
He said that the State Government has ensured that the initially paddy of farmers of Haryana are procured in the mandis of the State and later on from the farmers of the neighbouring States. He said that after the formation of the present Government in the State, we have implemented a new system in 2015 according to which upto moisture content of 17 per cent, no amount would be deducted but if the moisture content is above 17 per cent then amount would be deducted in proportion to the increased moisture content (maximum upto 22 per cent) . He further said that the State Government is also considering that the paddy of those Rice Mills which do not have satisfactory record would be kept in joint custody to prevent leakage.
While referring to the Meri Fasal Mera Buora Scheme, the Chief Minister said that it is a unqiue intiative of the State Government in the interest of farmers. He said that as many as 8 lakh farmers in the State have so far made their registration under the scheme. He said that under the Pradhan Mantri Fasal Bima Yojana (PMFBY), the insurance companies would be made more accountable and the tenure of a company would be minimum three years. He said that farmers with land holding of less than 5 acres and annual income upto Rs 1.80 lakh would be considered as BPL and would be given annual financial assistance of Rs 6000 under various welfare schemes of the Government. Under this scheme, premium of insurance schemes of beneficiaries would be paid by the Government out of Rs 6000 and the balance amount would be deposited in their bank accounts.
He said that the State Government has provided 40 per cent rebate to the plot holders of Haryana Sehri Vikas Pradhikarna (HSVP) for settling the enhancement dues. He said that out of 57,000 plot holders, 24,123 people have got rebate of Rs 568.55 crore. He said for those who were left out under this scheme, the State Government has implemented another scheme offering rebate of 37.5 per cent. As many as 4027 plot holders have taken benefit under it. He said that for the remaining, 28,436 plot holders, the State Government had constituted a committee comprising three Judges which submitted its report as per which the work of recalculation of enhancement in every sector of HSVP is under progress.
The Chief Minister said that 20 acres of land has been purchased for the setting up of Maharishi Balmiki Sanskrit University at Mundri village of Kaithal district. He said that the forest area in the State has not been reduced as it is 3.50 per cent. However, the tree cover in the State is gradually increasing and now it is 7.16 per cent. He said that under the Mahara Gaon Jagmag Gaon Yojana, 4500 villages in the State are getting 24 hour power supply. Apart from this, the power utilities are running into profits for the first time.
He said that the State has proper law and order situation. As a result of setting up of women police stations in the State, there has been considerable increase in the registration of cases against crime against women as now the women do not feel hesitant in approaching the women police stations to lodge their complaints. Apart from this, Durga Shakti App has been launched for the safety of women and number of women police personnel has also been increased in the State police force.
