Chandigarh 26 March 2023. The Executive Committee Meeting of FOSWAC (Federation of Sectors Welfare Association Chandigarh) was held in People Convention Centre Sector 36 Chandigarh under the chairmanship of Sh. Baljinder Singh Bittu on 26th March 2023. Ms. Kanwardeep Kaur IPS, SSP Chandigarh was the chief guest. Mr. A.S.Rai,IPS, ADGP Punjab participated in the meeting as guest of Honour.
The SSP and ADGP Punjab A.S. Rai were welcomed by FOSWAC Chairman Baljinder Singh Bittu and General Secretary Sh. J.S. Gogia.Baljinder Singh Bittu initiated the discussion and conveyed the feelings of members of the FOSWAC in regard to the Police Public relationship. He said that the working of the Chandigarh police is up to the mark as compare to many other Police Forces in India. There is an urgent need to improve the laisioning between the Police and city residents. In this regard there is an urgent need to enhance and strengthening the Police Beat system. He appealed to the SSP to make sure that the beat officers should be available to the public at the beat box. They should maintain a record of super senior citizens’ living in their beat area and frequently visit them to know if they have any problem related to any nuisance in their neighborhood.He further said that there is an urgent need to check begging menace and entry of unscrupulous elements in the residential area. The Beat staff should verify the antecedents of the vendors moving around in the sectors residential areas. He requested to the SSP to make an arrangement so that the super senior citizens should not be called to the Police Station to lodge their complaints.
Speaking about the Share wise transfer of the properties Baljinder Singh said that the constitutional rights of the city residents should be protected by the Chandigarh Administration. Stopping share wise registry is totally uncalled for and is misinterpretation of the Hon’ble Supreme court Judgments. Many of senior citizens’ have willed their property share outside their families. Depriving of their will rights is totally against the natural principal of justice.
Mr. J.S. Gogia General Secretary of FOSWAC Mr. JS Gogia said that The entire taxation system needs review and rationalization as an average man is highly burdened with various types of taxes leaving nothing to run the households. Kamaljeet Singh Panchhi spoke about the fuss created by the Chandigarh Administration in view of the recent Judgment of the Hon’ble Supreme Court of India, regarding the Heritage status to the sectors from 1 to 30. He stated that the the Administration is misinterpreting the judgment and harassing the residents by stopping the share wise registry of property in the whole Chandigarh. This has created heaps and bundles of problems for the city residentsPankaj Gupta, President of RWA 38 West said that a verification register of all the street vendors should be maintained by the Beat staff of the area. The beggars should not be allowed to move in the residential areas.
Pardeep Chopra Secretary Citizens’ Association spoke about the imposition of service charges at Sampark Centers is totally uncalled for and is not required at all. It is strange that to buy a stamp paper of Rs. 10 one has to pay Rs. 20/- Even the Sampark Centers are not accepting RTI applications. Ms. Kamal Brar, President of Ladies windg of Citizens’ Association said that there are rampant encroachments by mechanics and street vendors in sector 21 market. It is very difficult for the females to visit the makets as the mechanics often pass lewd remarks.
Speaking about share in property Pardeep Chopra said that Selling the house in totality is not justified at all. In some cases some family members who have shifted and settled abroad can’t sell their share of the property and are deprived of their fundamental rights. He appealed to the Heritage Committee, on behalf of FOSWAC, to look into the genuine needs of the residents and no harsh rules should be imposed on them. Mr. JS Sarpal President RWA, Sector 33 said that the traffic has increased many fold but no solution is visible in near future. Though various opinions have given by the consultants like RITES, but the implementation is not visible at this stage.
Addressing the FOSWAC Kanwardeep Kaur IPS, SSP, Chandigarh said that she is thankful to the FOSWAC members for providing her the information about the shortcoming and their suggestions to improve the policing in Chandigarh. She assured the gathering to strengthening the Police Public relations. She said that the Police beats will be made more effective and people friendly. Patrolling in the sectors will be increased. She assured that the whole Police Department is round the clock available to the residents in their hour of need. She further said that the frequent Police Public meetings shall be held very frequently. The meeting came to an end with vote of thanks to the chair.
